Woody Allen is still be ripped off. 500 DAYS OF SUMMER is an ANNIE HALL knock off.
Welles made great films throughout his career. Didn't fade out.
Tarantino is my pick for most overrated. He's a videostore clerk version of Scrosese. One step filtered down removed from the real thing, he's an inauthentic filmmaker. He's also hopelessly out of date as will be illustrated by the tanking of a Brad Pitt film in a few weeks.

Scorsese
Ford
Kubrick
Howard Hawks (he was versatile)
Sydney Lumet
Outside: Capra, Allen, Donen, Blake Edwards, William Wyler, John Huston, Spielberg, Coppola
Hitchcock and B. Wilder could count since they both had American citizenship.

Welles was held back by the H-wood studio system. They butchered Touch of Evil (see his commentary in "Ed Wood" rofl).

Sidney Lumet does not get enough credit for what he has done. He's worked on Broadway, became one of the early pioneers of directing TV programming, and is known as one of the best "actor's director" in the business. You look at the list of actors/actresses he's worked over the past 50 years and I think it'd be hard to find a more impressive list out there.
He has slowed down over the last 10 years and he hasn't really made anything that drew a lot of praise. However, I thought Find Me Guilty and Before the Devil Knows Your Dead were actually pretty good and somewhat overlooked. He turned 85 back in June, so if he decides to take on another film anytime soon after the amazing career he's had, I will be highly impressed.
Some of Lumet's films:
12 Angry Men (which is amazingly the first film he directed)
Dog Day Afternoon
Network
The Verdict
Murder on the Orient Express
The Pawnbroker
Serpico

When was he born, the 1300s
That's what it says on the imdb site, but you're right, should be Istanbul
