The person with the mantel of Azrael is basically an assassin for the Order of St. Dumas. Batman isn't an assassin, or in the service of some wacked out religious organization.
Now with that said, one of the people that wore the mantel of Azrael, Jean-Paul Valley, took over the mantel of Batman when Bane broke Batman's back. But he eventually went nuts and started becoming too violent (even about choking Tim Drake to death), so Bruce had to go after him and take his mantel back once his back healed.

I mean they had a whole 2 months off from the first half of season to second half of season and now this is the second time they had 2 weeks between episodes. Their schedule this season sucks.

All the bad guys were in this one. They presented Azrael like they would batman, in ability and cinematically.
