Dave has been weird and funny for 4 episodes, but the way they presented Gata’s mental illness was exceptional.
I can’t really say it was groundbreaking, cuz ER did it very well with Abby’s mom (dating myself with that one). But this is the best depiction of bipolar mental illness that I’ve seen in any popular culture since.
The series has been great thus far, but this episode is unparalleled in its portrayal of a misunderstood disease.

the emmy's for writing are typically for episodes not the whole season anyway

that is why shows submit single episodes for review

The challenge is to have a show perceived well enough to get a nod from the nominators. In that sense the entire show has to be seen as good. Once nominated then specific episodes are entered for the voting. So yes and no is the answer to your question. In summary if Dave has enough heft to be in the running, then exceptional episodes will be entered into the competition.
