Yes this is how it works. Houseguests have to adjust their gameplay to account for this. So if you do something really shady late in the game you could get hosed. OR the jury could think your shady move was good gameplay.

I’ll be honest. The jury vote is my least favorite thing about B.B. with the way it is currently formatted. Survivor is outwit, outplay, and outlast, which makes sense.
The public has every eye on these people for months if they want to. This is a game where the public knows better. Jury management isn’t inherent in this game. It’s become necessary because people are salty.
We should be deciding who played the best, because we know better.

Bitter Jury pretty much made the season for me last year so I'm cool with it.

It wasn't a bitter jury though. It was Josh handling good bye messages in an absolute perfect way, in order to set himself up to win in the end. With each person that left, Josh set himself up for a jury vote while Paul was exposed.

Dude, I loved last year’s finale just like everyone else but don’t kid yourself. That was a bitter jury. In no way did Josh win. Paul lost it.
