The way I understood it, he has to use it before the nominations/veto replacement nomination is made. Like once everyone is around the table (original noms) or on the couch (veto ceremony), he has to say that he is using his power, then the HOH can name their noms.
If you think about it, you would really only want to use it at the veto ceremony if you thought your were about to be backdoored. There's really no use in using it at the nomination ceremony because there is still a chance for him to be a veto replacement nom, and a 3 to 2 chance at best that the winner of the veto won't us it, and a greater chance is a player choice is drawn.

I'm not sure he might have played too hard too early. If he keeps it up though he will have played a great game controlling from week 1 to the finale, without production help and influence (looking at you Paul).

It has hardly ever been a boring steamroll. I expect the other side to crumble rather quickly once Swaggy leaves. It will then soon be in the best interest of the level 6 group to start picking off each other, instead of taking out the weak remainders of Swaggys alliance.
I also suspect the remaining members from Swaggys crew to align themselves with select members from the 6, making side alliances. It will remain interesting for sure with this cast. Kaitlyn, Winston, Bayliegh are all unstable enough to keep things edgy.
