When there is 0 seconds left on the clock and you are losing the game?
I could visit the local special needs organization and find people with more sense than these dumb mother fricking QB's.

it's not just NFL. saw a QB at Auburn (last year..?) brought in at end of half to do something. he scrambled and ran out of bounds to run out clock

These are still mostly players under the age of 30 and a lot younger in college. They also are football players. Not the most intelligent of people as a whole to where they can think on their feet and mentally deliver in a second or less.
