USF. With enough funding they could easily be a top 25 team every year.

It's pretty lazy thinking to say that about UGA. They lost the East to UF teams that went to the NC game. When they got over their UF hump (or UF had a down year, depending on your point of view), they got to play in SEC Championship games against Bama and LSU when those two were winning national championships. They have had one and two loss teams locked out of BCS CGs or BCS games due to bad luck or timing.
I'm not a UGA fan by any stretch, but to label them as underachievers is just ignorant.
Unlucky? Certainly.
And they certainly don't fit the description of a sleeping giant. Sleeping giants don't play in consecutive conference championship games and finish in the top 5 in the national rankings.
