Good question.....too many primadonnas in the US to play during the offseason 
....or they don't wanna upset the real World powers, ie Korea/Japan/Cuba....by upsetting their seasons

The weather would be fine in every location they played at in this tournament. If they play it starting in early November, it would be much better than playing in March.

The Japanese World series is held in the first couple of weeks of November, followed by the Asia Series in mid-November.
The Dominican winter leagues and Mexican leagues run from October until Dec/Jan, followed by the Caribbean Series in February.
