No, it does not explicitly say that it's an award based on 1 season. But it also does not explicitly say that it's not based on a single season.
Fact: The Heisman trust can award the trophy to just about anyone for just about any reason they choose.
Historically it may have been more of a "career achievement" award, but that has clearly not been the case for the last 15 years or so.
The mission statement also pretty explicitly states that it's not a stat based award, but we know that to be untrue.

They were 1-1 head to head
we beat Alabama at their place. They crushed us at our place.
If tua stays healthy, we are undefeated and they have one loss. We probably face them in the playoffs. We have no clue what what would have happened in a rematch.

He’d have a far better case had he not missed games and beaten ND twice, plus the better stats would helps.

It does seem a little weird given how high profile he’s been for 3 years. Not saying he should have gotten one, but it’s weird.
