At what point is the Portal full? thus, meaning there are less scholarships available to the number of players inside the portal?

There is no such thing. Something close to 50% of portal entries don’t even find another school.

This will even out. Once players understand that switching schools the vast majority of the time doesn't help, they'll start staying more.

Def no guarantee of a scholarship from another school when you enter the portal
