why should they get a perk though...they are being penalized.
Icing the puck on the PK is being phased out starting at the youngest ages. At Squirt (U10), PeeWee (U12) and Bantam (U14) age levels icing the puck on PK results in a stoppage. Every team ices the puck anyways since it's better than getting scored on. All it does is slow the game down with a bunch of face-offs.
The rush up the ice and zone entry on the PP is a fun element of the game to watch, kind of like a kickoff return in football. I would allow icing on the PK just to keep the game flowing and to have those up ice rushes.

It probably takes them a while to skate all the way down, retrieve then enter the zone again at the lowest ages. You basically would only have 1 or 2 entry chances a PP. Kinda like how the Columbus Blue Jackets do it now in the NHL.
