You don't seem to understand
Putting OSU in says you're better off going 11-1 and missing your conference title game so long as you "pass the eye test".
Ohio State gets in and losing to Penn State was, literally, the best "win" of the year. It got them out of having to play for the Big 10 Title where a loss to Wisconsin would have left them out.
