Well that wasn't the point of title 9 either. They didn't make the amendment so more women would play sports, they made it so that the women who wanted to play sports would have an equal opportunity to do so.

They hoped the opportunity would expand the sportsworld and grow more talent.
...more opportunity, allow more girls to play = was supposed to equal a plethora of talent and national competitive play compared to the old days.
It has not happened in women's basketball. A few teams load up and just like the old days...that's it.
Title IX has not produced what opportunity is supposed to produce. I think they over-estimated how many women actually want to play sports at a high level apart from high school participation...or whether this nation could produce so many great female athletes.
Because, women's basketball was the ultimate litmus test...the creation of the NCAA tourney for women was supposed to be a watershed and nothing really has changed from the 1970's.

Probably not. Tradition, winning, exposure is their key.
It's not an even playing field though. Half the big college teams competing are doing it as a half-hearted courtesy because Title IX makes them. There's 30-40 schools that take this seriously as opposed to 5-6 in the AIAW days.

I understand that...
Budget limitations and just like CFB...there's only about 30 teams that can really realistically win the title any given year.
But women's basketball is just so historically imbalanced and (yes, because of Title IX - some just participate to keep funding) - but it's really a phenomenon how really nothing has changed in 40 years.

Only that many can realistically win, many many more take it seriously though.
