I think a couple of things would help bowl games. No 5-7 or 6-6 teams. Try and find good matchups/storylines rather than conference tie ins. Second have the bowl games right after the season. Two weeks to practice, get travel plans, etc. . I think you may limit some opt outs by having the games sooner to the end of regular season.

The ineptitude of the NCAA and the decentralized ineptitude in managing conferences and bowls puts a sport that is enormously popular close to becoming professional boxing.
