Why is an offensive player stiff-arming a defender's facemask not a penalty but a defensive guy doing it to an offensive guy is? I get the grabbing of the facemask, but I can't understand the other.

I think by rule the offensive player IS a penalty if the offensive player actually grabs the facesmask instead of just open handedly palming it away if that makes sense

You're correct. However, it's a penalty for a defensive guy to use an open hand against an offensive player's facemask. It's not for the offensive guy.
