I would say Dave Bliss at Baylor was the worst, as someone died. but this might top it, considering it was Paterno and Penn St, a coach and school which made its reputation on the Great Experiment of academics and athletics. this was a school that rubbed everybody's faces in how much more moral they were than you. Paterno WAS the exemplar of All That Is Good.
So I think that makes this the worst scandal in sports history.

Just showing my thought process. Without context, the Baylor scandal is worse. Someone died.
However, with the addition of context, I think the PSU is worse because it's a bigger story, and it involved the disillusionment in a guy who was held up as the exemplar of good conduct.
