You can go to the Par 3 contest with Wednesday practice round passes. The passes give you access to the grounds, par 3 course included. Technically you can go see the par 3 course during the tourney if you want, but no one does.
ETA: Par 3 is fun if you have a good spot. Get there early and find a tee box. You are closer to the players and can hear everything they say which is cool. It is small and everyone is there so walking around is difficult.
