The Chicago guy kinda pulled it off the Phoenix player after getting his arse beat. It kinda happened after the fighting was over too.
I googled for info so the rule makes sense. A game misconduct seems way harsh though.

Yeah if you don't tie the jersey down in the back and get into a fight it's a game misconduct. It's more for both players safety in the fight.
