You can get a a bag of clubs for $1000, but you might have to go last year's model for a driver and iron set, and might have to buy a few used clubs.
I'll assume you are around a 20 handicap, here's a model of how you could spend a grand on well-reviewed clubs for the mid-high handicapper, simply for example purposes (I recommend doing demos and fitting FWIW):
Irons - Ping G20s, game improvement irons 4-PW - $500 (golfsmith.com)
Driver - New TaylorMade RBZ Bonded Driver - $180 (ebay)
3-Wood - Callaway Razr Fit (Like New) - $100 (Callawaypreowned.com)
Hybrid - Adams Idea A12 - $70 (ebay)
Sand Wedge - Cleveland CG16 - $70 (ebay)
Putter - Odyssey White Ice (used) - $50 (callawaypreowned.com)
All of these clubs have been on the golf digest hotlist with the highest rating (gold).
Total: $970

I just got these wedges (52 and 56) from Dick's for $80, retail is $120. Played two rounds with them and like them a lot. Also just bought the RBZ Stage 1 driver and 3-wood and getting the hang of them pretty quickly

I would spend $150 on a fitting then use the $850 to buy clubs. Just a suggestion, because off the rack clubs that don't fit you really don't improve you game.
PS the best fitting experience I have been to, when I am not doing it myself was at the Taylormade Kingdon at Reynolds Plantation.

How is the xhot driver? I have never been a callaway fan but the xhot looked good to my eye in the store. It didn't seem as big as it is. I hate all these big drivers lately. I have purchsed many new drivers but still go back to my titleist 905.

I always ask for pictures of the serial number stamped on the clubs. I then call the company and have them verify the authenticity. It's free and manufacturers are glad to help.

What most places offer is not a fitting. A clueless guy in a EW pushing a club that he gets a prize for selling is not a fitting. I mean an actual fitting. Lie, loft, length, grind, shaft frequency, sw. A couple hours with a fitter and a outdoor trackman is the only way to go.
