If a member institution were covering up for 20 years repeated DUIs, murders, rapes, etc. by a memeber of the coaching staff and he was allowed to continue to do those actions then YES, the NCAA should step in and bring sanctions down
Why? Assuming the coach and those covering up his actions were caught and charged, why should the NCAA get involved beyond expelling the individuals involved? What purpose does it serve?

What's the difference between punishing USC, where all players and coaches(Pete Carroll gone, Reggie Bush gone, O.J. Mayo gone) have left and the "angry mob" wanted USC punished for turning it's head to pretty well known violations.
Because USC overtly violated the rules of the type the NCAA is there to establish and monitor, it was not some gray area that we could use to justify actions. It also DIRECTLY affected on field performace. Without Reggie Bush, or OJ Mayo, USC probalby does not win as many games. Sandusky was not doing anything that was a gain to Penn St.
Also I am not a fan, and have said so repeatedly, of those types of punishments because it punished people that had nothing to do with anything. Stripping the wins and titles is fine. I would prefer, rather than a post season ban, just fine them the amount they'd make from however many post seasons they are banned from. That way, current players are not penalized for stuff that happened 8 years ago.

He was kept on staff and was probably one of the best LB coaches of all time. Because he was allowed to be kept of staff even if he was breaking NCAA ethics rules, Penn State won more games because of it.

I'm pretty sure at this point you're just trolling.

SO basically players will take money whenever they please, and hope they make it to the NFL before they get found out.
Cool. The schools really won't care either because they wouldn't get punished so why try and monitor anything?
You need to get real.

Yes really. The NCAA was established to monitor COLEEGE ATHLETICS, not be an extra LE agency.
You're assuming that Penn State didn't break any NCAA rules in the process though. Wasn't there talk that Sandusky offered at least one victim a walk-on position to hush him up? Or who paid for the trips to the bowl games? Wouldn't those kids technically be prospective student-athletes? That alone should warrant a NCAA investigation and is in direct relation to sports.
