They literally did that in 2019. You also traded up in the 2019 draft as well.

They don't give up draft capital a lot. That's my point. I can count on one hand the # of times they've traded up. If they can do it for a 2nd or 3rd rd pick, do it. I'd love to have Stafford, not for a 1st though.
