Since we’re both PFF fans, you have one player in the secondary graded as a top 32 player at his respective position (Melvin), Derrick Johnson is by far your best grades LB and he’s 50 years old, and your DL consists of a bunch of guys recently brought in off the street. But the defense ranks 22nd, 10 spots above last, so the talent can't be the worst in the NFL. That just wouldn't make sense.
Also PFF grades on their color scale from Elite to Rookie, so the Raiders have 2 CB's that grade as average or better, 3 if you want to count Conley as a rookie that is right on the fringe.
The DL has a ton of talent just from the 2018 draft class alone in first round talents Arden Key and Mo Hurst, with 2nd round pick PJ Hall being the best of those 3 all camp/preseason but hurt currently.

he has the tools no doubt. there was a time i thought he could be the #1 overall pick.
watching him gasp for air on the sidelines that game vs the rams made me think he still isnt where he needs to be in terms of his maturity and preparation. i know an out of shape guy that looks like he is about to puke when i see one.

And I compared them to their peers hence “top 32”.
As currently constructed, Oakland has only a few players who will still be on the roster three seasons from now. Which going back to my original point, no reason to kee Mack along for this rebuild when it’s a complete overhaul.
