From the audit report:
"We obtained written representation from management of the university that the University of Louisiana at Lafayette Foundation, Inc., was the only outside organization created for or on behalf of the athletic department."
The year ended for the report was June 30, 2009. The "RCAF" was formed in April 2009, so this would have to be the same organization. Perhaps the ULLAF is the official name.

Tech has had one for a long time, but it didn't make that much of an impact monetarily until recently, mainly from Dooley's motivation. It's hard to give money and support when the administration wants to just sit in cruise control. Onward and upward from here on out!
