The only program that has a case is Tennessee.

Great OP.
Which teams would make ESPN the most money?
That is what constitutes a blue blood now.
USCw still can, despite their consistent losses, due to media market.
Nebraska should fall off, but who do you replace them with?
That goes to FSU or Florida, easily.

the Horns are a solid, not spectacular program.
Going back 40 years, we've really only had one bad stretch: 1986-1993 (1990 was the lone outlier with a 10 win season). We've have 9 losing seasons in the past 40 years and most came within that stretch.
The Mack Brown years were great:
98: 9-3
99: 9-5
00: 9-3
01: 11-2
02: 11-2
03: 10-3
04: 11-1
05: 13-0 National Champs
06: 10-3
07: 10-3
08: 12-1
09: 13-1
10:: 5-7
11: 8-5
12: 9-4
13: 8-5

I mean, if you consider the sheer amount of years it will take to catch up to them and actually displace them, it's not going to be an easy task. Sure, Nebraska hasn't been good in a while, but winning 8 games a year means teams are only catching up to them by maybe two games a year. They also have a bunch of titles. That's also very difficult to catch up to.
I also think you're forgetting that this is from a historical perspective, not a current one. Texas, USC, and Nebraska are currently mediocre to bad, but their history as blue bloods is indisputable.
Nebraska had a pretty easy road to titles back when they only had to worry about knocking off Oklahoma to win the shitty Big 8 Conference and their Orange Bowl opponent to win a natty. Oklahoma had the similar easy road but for having to play UT every year. Look at the OOC games the ACC and SEC is opening with this year along with the current depth of those conferences and put that in historical perspective to what those blue bloods accomplished.
