....typical of announcers.
If the OSU reciver touched the ball when he was OOB, it's dead and belongs to OSU. They ruled he did not touch the ball so it's live and recovered by Indiana.

While I understand that this is the rule, it seems a bit silly in a situation like that. If you fumble it and fall out of bounds, you shouldn't get bailed out by just touching the ball.
