High School Football rule changes (40 sec clock)

Couple of changes.

The best is moving from the 25 second clock to 40 seconds and taking the delay off the referee and making it consistent

This will help pace of play. High school games shouldn't be taking 3 hours.

I actually like what they did to clarify the horse collar rule and the illegal formation. I think it'll help simplify interpretations.

Better buy your 40 second ready refs now, because they're going to be backlogged this summer. I hope Kansas will place an emphasis on clock operator training this year with the new play clock rules.

Texas already has this. It works well.
