Oh there's plenty talent in that location just not the right kind.
Texas State had more of an identity as an FCS school, but they were also 1 bad decision from playing for a national title not too long ago before making the jump. Who knows where they would be now had they won a natty.

Picked up a parking pass in lot 804. Is there a specific little for small RVs? Is tailgating allowed in all lots?

I'm pretty sure the main RV lot sold out to USA season ticket holders before general sale. I'd call the University for specific RV questions.
You can put a tent on any green space on campus but your parking spot is away from the action so I'd just park early and walk towards to the stadium. Find a spot and put down some chairs or tent.
