I never could figure out how the Fiesta Bowl leap-frogged the Cotton Bowl into the BCS picture. It's not like the state of Texas didn't have any national political pull in the late 90's.

It started in 1986 when the Fiesta got Penn State and Miami to play for the title. Then in 1989 Notre Dame and West Virginia played for the title. All of a sudden, the Fiesta Bowl had joined the Rose, Sugar, and Orange Bowls as the bowls that were most likely to have a national champion.
Meanwhile, half the SWC was on probation, and more than a decade had gone by without the Cotton Bowl producing a national champion.
Basically, the Fiesta made itself into a premier game, and it couldn't have happened at a better time for them, and the Cotton Bowl slumped at the worst possible time for them.
