Did the Big Ten pull one over on all the other major conferences?

Looking at these hastily put together rules their rule specifically addressed players and the NFL.
In haste to virtue signal the SEC listed the nfl nba and wnba.
The big XII said no player who has signed a contract with a professional league. (Bye bye mlb drop out for football)
ACC seems like NFL and NBA.
This leaves open a free window for big ten basketball teams to operate and have the shield of football season to do so…

I know off the top of my head Kentucky Tamu and LSU all had one committed and signed
The only one that anyone made a fuss about in the offseason was RJ Luis though which is because it was Wade
