It's not even close. Cutler is doing more with less.
When it comes to comparing quarterbacks the "poor mans" argument is to begin blaming everyone around him instead of the player in question.
Manning = has spent nearly his whole career (up to this point) in the Playoffs earning a Super Bowl Ring against an undefeated juggernaut of a team.
Cutler = Has not even started a Playoff game.
This is where you will probably blame other people instead of just dealing with it.

You are forgetting a tad bit of important information.. You have to have a good team to make it to the playoffs and Super Bowl.
