I may be wrong (it happens :P) but I believe the scenario is that the school rules them ineligible and then appeals.
If OSU wanted them to play in the Sugar Bowl, then they should have not made up the bullshite about this kids not being educated on right and wrong. They proposed that argument solely to get them in the game. If anything, all that argument should do is cause Lack of Institutional Control issues.
