Not in college. In college the answer is the late Wojciech Myrda. Played for Ouachita and ULM. Broke the all time blocks record at the time with 535.

Pistol Pete, has to be Pistol Pete, after Cousy and Bill Russell he’s in my estimation the first true technician as a basketball player, the way he’d split the defense and perfectly execute unconventional and showy passes to the open man his entire approach to basketball was a science while also incorporating some entertainment into it and his shooting OMG hard to replicate in many respects plus he put LSU on the map to stay after they started sucking BAD post-Pettit what a remarkable player should’ve been the governor of Louisiana or something of that sort so much greatness and precision

Actually Maravich was from Aliquippa, a suburb of Pittsburgh, not far from where I grew up (Moon).

Best HS player I saw from LA was Anthony Aucoin
