10. 1986 Buccaneers -15.4

There are only three teams among the top 10 SRS team who have gone on to win the Super Bowl (1991 Redskins, 1985 Bears, 1996 Packers). Three of the top 10 teams failed to even make it to the Super Bowl (2010 Patriots, 1998 Vikings, 1976 Steelers).

The 2016 Browns aren't even among the worst five NFL teams from this decade. The 2016 49ers, 2014 Titans, 2012 Jaguars, 2012 Chiefs, 2010 Panthers and 2010 Cardinals were worse.

There were three worse teams than the 0-16 2008 Lions in 2008 and 2009 alone (2008 Rams, 2009 Lions, 2009 Rams). It's a minor miracle that the 2008 and 2009 Rams never had an 0-16 season. That might be the worst two year span by a NFL team ever. It's certainly the worst two year span by a non-expansion team in NFL history.
