To answer the OP. Texas has a ridiculous amount of HS football talent, and recruiting services miss more kids than they are right on. So Baylor has great players, and has had a run of really good coaches.

Plus they won a Title in Bball last year. Will they become the dominant team in the Big 12 once OU is gone? Might be tougher for them to keep up if the Big 12 payouts go down a lot.

Could be both, but they are definitely great at hiring coaches.
