Nothing seems to phase their on field production. Are they resource rich or just really good at hiring football coaches? Impressive, really.

I have no clue how we constantly are above average even after the NCAA’s hit job and attempt along with UTA to destroy the program.
We made Texas quit the Big12 entirely.

I mean, Baylor is the best football program in Texas if you look at on field results. After three coaches and off field scandals, they are still pumping out wins.

Rhule and Aranda are very good coaches
New stadium probably helped bring in recruits during the storm
The current President is doing a good job

LFG!
To answer OP - we are located in Central Texas so while we don't recruit many 4 star (and no 5 star athletes) we still get quality players. That and good coaching results in an above average program that occasionally competes for the Big 12 championship.

A&M out recruits Baylor by a mile and barely has an edge. Embarrassing.

Baylor went 2-7 last year and A&M won the orange bowl.
Baylor was also 1-11 in 2017.

A&M plays in the sec west and has played clemson, ucla and arizona state non conference.
Baylor plays in a bad conference and has an absolutely embarrassing non conference schedule every year. Last 5 years (excluding 2020):
Northwestern state
Smu
Liberty
Duke x2
UTSA x3
Abilene Christian
Stephen F austin
Rice x2
Tx state
Tx southern
Byu
