Definitely a flagrant "by rule," but a really weak call at the same time. Isn't this Big Ten basketball? Physical play welcome?
He was going for the ball initially, the guy's neck/shoulder just happened to be in the way. Then he sort of held on. I guess that's not okay.

I didn't see this play but the flagrant 1 rule for any contact above ahoulders is pretty gay IMO
