That was the reason they were running single file, probably. Trying to eat up some laps before the rain got there.
The rules for a "complete" race were changed this year...it's no longer a requirement to get to the end of the 2nd stage. Just gotta complete 100 laps.

Formula 1 puts on treads and race in the rain. If NASCAR wants to win back an audience they need to make modifications for racing in the rain. Treads, brake lights, and wipers are an easy fix.
