Their stock hit a new low today $0.40 down from like $20 a year ago. Any chance this is a good buy today and a small rebound makes some money?

Investing isn’t a gamble, but buying WTER isn’t investing.
They aren’t even filing their required reports on time. That’s pretty much the end for 99% of companies.

It is usually not advisable to buy a stock that is down 99.6% from previous high.
