The government builds huge solar facilities around the US using taxpayer money, but who gets the power generated?

In that scenario, the government pays for 100% of the cost and 100% of the maintenance. In the tax credit scenario, the individual pals for some of the initial cost and all of the maintenance. Also, I am sure that setting up a tax credit is much easier politically than creating a new branch of the government to manage power generation.

I am opposed to govt subsidies, and this is no exception, but I would prefer the tax credit over what you suggested. At least most of these credits are going to people who pays lots of taxes already.
