Simple IRA rollover

I Just left my job and I've got some money sitting in a Morgan Stanley simple IRA. I'm trying to roll it over to a vanguard rollover IRA but they're not allowing the transfer because it's been less then 2 years since my first contribution. Is there any way around this or do I have to wait until the 2 year mark is hit?

You don’t have to wait, but you’ll have a 25% penalty if you do anything but roll it to another Simple IRA within two years.
