What would the number be about to know if a stock is being overshorted?

There are many variables here.

There is no right answer to this question unless we're given more fundamentals.
If a stock is destined for nothing but failure, 100% may not be "overshorted". If it's destined for nothing but success, 1% may be "overshorted". Without company fundamentals, short ratio means nothing. There's no magic number that can be applied across the spectrum to the exclusion of any intrinsic analysis of the company.

You can look at the short interest percentage but it all depends on the company you are looking at.
