This is true. I had the clutch changed in my old 08 Si at a friends shop. Took a few hours and I paid him $400. The same job at any non dealer shop shouldn't be more that about $650.
Anybody looking to buy a 06-10 civic Si will have to live with the fact that the clear coat is gone. All the paint colors except taffeta white from those years had problems and Honda did a shitty job owning up to fixing them after issuing the service bulletin. Paint on a 10 year old car is never great anyways.
I would get the car fixed, then sell it, or rather drive it.

I found all of the possible parts needed for a clutch replacement on your car, including flywheel, on e bay for $250. Labor to replace all of that should not run more than $500..thinking less. I would find a new mechanic.
