If you buy today on coinbase you are locked into that price. Lets say you buy one ethereum at $800 today

In 9 or 10 days whenever your purchase goes through you still have one ethereum. That ethereum may be worth $500 or $1500 in ten days. It sucks, but it is what it is

In the past ethereum doesn't stay down for very long but take that with a grain of salt

So what if I buy today at 800 and decide to sell tomorrow at 1000? Is that allowed or can you not sell until the purchase goes through?

If I do have to wait for it to go through, will they honor the price I sold at just like they did for the price I buy at?

You can't sell anything until your purchase goes through. You are basically helpless.

Once I do sell back to USD though will the price I sold at be honored or will it be set once the transaction goes through?

you cab sell immediately after it goes through, if you want. You'll have to pay fees though.
But you can't sell before the buy transaction goes through because you have nothing to sell.

Cool.

Would that money go directly back to my bank account or will there just be USD in my Coin Base account?

However you want it.
And if you're taking it out of CB, different methods have different fees. I use my linked PayPal acct because it's instant but the fees are higher.

It is, especially if you start trading alts (consider these coins that aren't on coinbase)

I know squat about alt. Not sure I’m ready to buy that yet. Still trying to convince myself to buy ETH or ETC

Asians have notoriously weak hands. I’m personally going to put some fiat into ETH tonight around 2-4am PT when the Asians normally sell off.
