Quick take is that:

1. All “economic agents”(stores etc) must accept bitcoin.

2. Taxes can be paid in bitcoin

3. State will make best efforts to facilitate bitcoin transactions and educate on same.

merchants also have to accept Bitcoin but they can convert it directly into usd if they don't want to deal with the volatility
