Herc and H&E merger, advice on buying stock

In a merger what is the best time to buy?
Herc dropped sharply recently but should gain upward momentum, correct?
At current prices which is more advantageous, to buy the Herc stock at a higher price buy get more shares or buy the less expensive stock of H&E and get fractional shares plus cash?
