Erroneous Car Tax?

I received a nice letter from a county in Virginia that I’ve never lived in, nor garaged a vehicle, asking me to pay my car tax bill. I don’t think I’ve actually set foot in that county for ten years.
They got my make and model right though, so I’m not sure what’s going on.
Are they at any point required to prove that I kept my vehicle there? Or am I at their mercy?

I’d guess your vehicle was previously titled there.

If they didn't update the address... how did you get the bill? My guess is they updated the address but didn't remove the record from the system. Reply back with proof of location.
And as far as do they have to provide proof? No... they will just keep sending you letters then send you to a collection agency and you will have to deal with it then... so might as well deal with it now before it becomes a much bigger PITA.
