This is something I had been wanting to explore for a while and signed up for it yesterday. You have to be a subscriber on X, but there are no ATM fees and its 3% on purchase and 4-6%APR depending on your monthly deposit. ($1000 min/mon for 6%). I don't believe there are any fees for sending/receiving money, but that isn't something I will use often.

The 6% and the not ATM fees are what attracted me. Me and my sister occasionally have the need to transfer funds for things for the Estate or for gifts so that will come in handy as well.

It doesn't seem to be a promotion from what I can tell.
FYI, you get a virtual card right away when you sign up, but it took me a minute to figure out how to order the physical card. Click on the virtual card, select manage cards, and then there is an option to order a physical card after you confirm your address.
