First make sure you have an emergency fund that covers 6-12 months of expenses. You can put it in a money market or short term treasuries. After that, max out any 403b, IRA etc you have access to. If you earn a high income you may want to go pre-tax, otherwise you might be better in a Roth. Regardless, with such a low 401k, you need to invest almost entirely in equities to make up the shortfall. Pick a low fee index fund from Fidelity or Vanguard.

I've been a wage earner my entire life, I'm 53 now. Yeah I've got a 7 figure 401k and a nice house but at the end of the day I've just taken whatever check my employer gave me and tried to save all I could. The advice I gave my son and to any young person is to not be a wage slave, have you a side gig be it rentals or whatever. Son is 23 makes a decent living as a realtor and brings in about $3k/mo free cash flow from several rentals he owns.
