I think he's referring to a Federal Firearms License.

compare apples to apples, not all umbrella insurance has the same coverages.

Georgia umbrella rates are skyrocketing.
Too many max payouts on liability claims (as was said, meat to the billboard attorneys).
Carriers are taking rate. Those that aren't are increasing underlying limits and looking to get off risk.
