Does the committee start ranking the 25th team first or #1 first? Kind of hard to truly compare resumes of ranked teams before all of those teams are ranked.
Or, does the committee rank those teams after 1 and 2 ranking to help justify their position?

Jesus Christ, dude. The CFP thinks OSU is slightly better than LSU - and they're justified in thinking that. OSU has shown more consistency throughout the season. And they've destroyed everyone.
Will you still be saying this after LSU beats UGA and the committee uses the fraudulent rankings they’ve intentionally manipulated to keep OSU At #1 even after LSU beats UGA (who is undebatably far superior to Wisconsin) and OSU predictably beats Wiscy again?
I wouldn’t be surprised if they drop UGA to 11th just ahead of Auburn and Alabama.

Good question.
Not sure.
Again, all the more reason to go with the original, or better, BCS DISPASSIONATE, UNBIASED, FAIR, NON-AGENDA DRIVEN, UNEMOTIONAL, BLIND metrics-driven formula.
InB4, bUT MuH ComPOOteRs ArE oNly As GuUd aS PRoGrAMMmeR!!!
THIS is where you can have a very large, comprehensive, expert panel made up of statisticians and former players and coaches from various eras to debate as long as necessary to reach some semblance of a consensus on weighing the different metrics to apply to the algorithm. You can even retroactively run the formula against past matchups and compare the results to prove its worth in real-world scenarios.
But most importantly, once you nail it down, STEP THE frick AWAY FROM IT AND LEAVE ITS TO DO ITS frickING JOB!
But NOOOO!! They want to tweak on it here, tweak on it there. Grab a little power here, grab a little power there. "Computer says Utah vs. Clemson in NC! EHHHRRRMERGERDDD!! MUH EYE TEST! WE NEED A COMMITTEE!"
Like I said. They dont want accurate and fair matchups and competition. They want an entertainment product that generates revenue. The more the better.
Equity be damned.

Your first group of numbers have flawed logic in the calculations leaving out Texas' rank
Also, I don't give a shite about ranking when played.

I think it is more obvious to put UR teams as 26.
OSU totals - #15, #13
LSU totals - #7, #14.5
The bias is real.
